Primary key with optional column

I have a compound primary key (Constraint) consisting of 2 columns. The 1st column is mandatory (can't be NULL) but the 2nd column is optional. If I try inserting a record with the 2nd column being NULL, I get an error.

This is something that worked fine under SQL Server. How is the same effect achieved in Oracle?
