post-install Oracle9i on RedHat8

I have tree questions...
I've install oracle9i on linux RedHat 8 (workstation)... in fact is very difficult ! after at least 40 trys I have a number of process that are lauch :

But no "oms" when I try to lauch this command "oemctl start oms" I have this message :

I can't stop the database localy, I only can stop the database with a "Console Oracle Enterprise Manager" on a remote Windows computer
and ... :) I can't start the database on the remote windows but only localy... !
I think it's not a good think. what can'I do ?
third ...
when I reboot my server (linux with oracle) How can I restart all process ?
"dbstart" --> Ok !
"lsnrctl start" --> Ok...
"oemctl start oms" --> Ok... (when I modify the config file...if you help me)
and what else ?
