APEX

I know I can conditionally display a button... but is there a way to display it but make it unusable (as is a disabled button in Forms -- a greying out to clearly indicate that the button is not operative)? This disabling would have to be conditional, based on user permissions, etc. If worse comes to worse I could do the conditional display, but it's kind of ugly to have buttons appearing and disappearing.
