port number is already in use by another application

Hi,
We installed Planning 9.3.1.0 on a windows server using TomCat. When I tried running the configuration utility again, I see port 8300 as the default port. I click ok, and I get the error message "port number is already in use by another application". I tried turning off the TomCat service, but that did not work. (I think Configuration Utility uses TomCat, so I am not sure I can turn TomCat off). Any ideas?
We have not yet configured the SQL repository for Planning App.
