Poor database performance after database upgrade

Dear All,
After i upgraded my database from oracle 9i to 10g on a different hardware, i am facing a very poor performance issue, in the beginning I thought it could be related to the fact the SGA Size is too small and i incrased it to 8 GB. now we are really having performance issue in the applications. these application are built on oracle forms 6i and they use to run faster when on oracle 9i database though it was on 32bit hardware and it had a very limited memory to use. below are both server configuration.

Oracle 10g Server: Windows 2003 R2 64bit. version 10.2.0.4 base software prior to upgrade.
Oracle 9i server: Windows 2003 R2 32bit. Version 9.2.0.3

It is very important for me to get this done as soon as possible so guys please help it will be really appreciated.
