Polygon Geometry Rules

Is there any way to create this polygon without getting an ORA-13349? Area V is a void, A is the main area, and the vertices are as ordered. Vertex 3 and 7 have the same coordinates, and thus touch. Also, is there a document that completely spells out the geometry rules? I found a little bit in the main docs and the training materials, but would like something a little more complete.
