PLSQL_TABLE Package?

Some code I've seen online makes use of the command

PLSQL_TABLE.POPULATE_BLOCK(... parameters in here ...);

This seems to be a built-in package for transferring the contents of a block into, and out of, a PL/SQL procedure - something I've been after for ages! Is it documented anywhere? I can't find anything in the help file (as if!) or online.
