PLS-213: package STANDARD not accessible

I created two databases yesterday on windows using the database configuration wizard. After the db's were created I created tablespaces, users and roles. Today I went to import data into the databases and all sys objects are invalid. I can't connect internal to run any catalog scripts. It tells my my password is invalid. I used it yesterday and can't change it -- my entire db seems hosed.

Any ideas?
