Please help me to use get started URL

I am sorry for the post. The problem may sound familiar to you, but I have been lost for one week. I am required to install Oracle XE 11g on Windows 7 64 bits OS. and I tried many times and searched on this forum, but I still cannot use get started URL. Here is my situation:
#1 I cannot run get started, I get information as:
Unable to connect
Firefox can't establish a connection to the server at 127.0.0.1:8080.
#2 I checked the services of Windows.
There are these services related to XE:
OracleJobSchedulerXE disabled
OracleMTSRecoveryService manual
OracleServiceXE started automatic
OracleXEClrAgent manual
OracleXETNSListener automatic
SO only OracleServiceXE is started. I tried to start OracleXETNSListener service, but it failed, and reported: the Oracle OracleXETNSListener service started and then stopped, some service stop automatically if they are not in use by other services or programs.
#3 I can run start database and and it reported: OracleXETNSListener is starting. and I can run sqlplus and log in as system as sysdba.
#4 I also run lsnrctl stat on command and I got this result:

32-bit windows Error: 61: Unknown error
Could anyone help me on this problem? what should I start?
