Planning License and lock and send

Hi,

1. Does having licence to planning alone means that the planning user should not have essbase server access role? Is there any licensing restriction?

2. Since users have essbase server access, they retrieve data in excel add-in, modify the data and they do lock and send. how can this be avoided?

Version is 11.1.1.3
