Planning in maintainance(admin) mode from command line.

Hello Gurus -

I was wondering if anyone would know how to put the Planning in maintainance mode (admin) mode from command line or planning utlity?

I looked around the utilities that come with the Plan install in the Bin directory but didn't come across anything which could be used/run for putting the Planning in maint. mode. I believe there used to be one but not sure. We are on 11x.

It will be really helpful if someone could point in right direction.
As of now we do it manually by logging into planning and then Administration-->Application settings-->Advance settings--->Enable Use of the Application for:
and change it to "All Users" or "Admin" as needed.
