Placing files under folder in the WEB-INF

I developed a web application placing all the jsp files under the directory public_html ie outside the Web-Inf. But I now want to place the jsp files with the Web_Inf within separate folders like admin and user.If I copy and paste the files to that directorysimply, it doesnt seem to work.It doesnt find the file while running.
Could you please give me some ideas hw to solve the problem.
I am quite worried.
