PL/SQL: ORA-01031: insufficient privileges error when saving/compiling a package in APEX

I have migrated my application from APEX 5.0 to APEX 5.1 and encountered this error, when compiling a package in APEX 5.1.

Error:

PL/SQL: ORA-01031: insufficient privileges error when saving/compiling a package in APEX

I am an am a workspace administrator in my app, but why is this error occurring?
