PL/SQL lock timer

What is exactly the wait event "PL/SQL lock timer".
I read in a doc that it's an idle event for 8.1.5 and 8.1.6 (i am in 8.1.7.3) and in a statpack doc, they say that idle event are NOT include in the TOP 5 wait event section (so it's an active wait event ?).

First of all, i thought PL/SQL lock timer was due to a big activity of sql compilation (they dont use bind variable and they dont have cursor_sharing=true), am i right ?
I cant find some doc about this event, someone can light me on about this event ?
