After upgrading to forms and reports 12.2.1.19, some .FMB are not building and giving this error:

PL/SQL ERROR 184 at line 6, column 7
misplaced START WITH clause

We migrated forms and reports 12.2.1.4 to forms and reports 12.2.1.19

so AIX 7.1

Oracle Database 12c Enterprise Edition Release 12.2.0.1.0
