PL/SQL Developer Version 6 against Oracle SQL Developer Version 1.2.1

I am new to SQL and am currently experimenting with both PL/SQL Developer Version 6 against Oracle SQL Developer Version 1.2.1 to see which i think is the best.

My question is this when i log into PL/SQL Developer Version 6 I can see not only my tables but also tables owned by other users.
When i log intoOracle SQL Developer Version 1.2.1 i see oly my tables.

The user account is the same i am using.
I can also use other user accounts and i get similar outcome can anyone explain why this would be the case.

Question 2 - on the same subject when i log into PL/SQL Developer Version 6 agai see item that are in my recycle bin
When i log into Oracle SQL Developer Version 1.2.1 the tables do not appear in the recyle bin.

Again why would this be?
