Pl-Sql developer connection to database

i have installed Plsql Developer. it connected to the local database 8i (on my PC) well but did not connect ot Orace database server 9i (on network). giving error TNS could not resolve the service name. but developer2000 or reports are connected to both.
PlSql Developer connected to Datbase Server 9i well before i installed the local database 8i on my PC
