PL/SQL Developer 7.1.5

Looking for information on this tool but can not find anything valuable.

Is there anybody who is working with PL/SQL Developer and can rate it (from 1 to 10)? Any opinion or links to review this tool?
Can you compare it with TOAD? Let's say I need to use it mostly as a developmer but need some DBA options.
