pkgadd fails

While attempting to install the software for my new SUNWspci card I received the following error:

# pkgadd -d SUNWspci
pkgadd: ERROR: attempt to process datastream failed
- open of <SUNWspci> failed, errno=2
pkgadd: ERROR: could not process datastream from <SUNWspci>

The documentation is not helpful. Any ideas?
