ping but tnsping does not work

Dear Sir,

I want to access oracle from one machine to another. Both machine install oracle DB 11gR2. From one machine i can connect to another machine database. but from another machine ping

is ok but tnsping is not ok.

TNS-12541: TNS: no listener.

Source OS (win10)-> Target OS (Win7)->OK

Source OS (win 7)-> Target OS (Win10)->NOT OK

can anybody tell me what is the cause?
