php_oci8.dll - Access is denied????

Hi all,

I'm trying to connect to an oracle database using PHP version 4 and IIS 5.

I know that PHP works fine as i'm able to run normal scipts fine. However whenever I introduce an Oracle function i get the following error,

Unable to load dynamic library 'C:\php\extensions\php_oci8.dll'-Access is denied.

I have administration rights on my PC.

Any ideas?
