PersonalJava and CE 3.0

HI,
I have to develop a new Java Applikation for a CE-Device.
I need to know, which development tools i will have to use and where I can get them because I am new in java programming.
I have to connect to an Oracle Lite DB. Is there anything I have to think of? Any Limitations...?
