Personal Identifiable Information (PII) data and security on Oracle Cloud

I am new to Oracle Finance Cloud and Procurement. I am on a new project where I work on evaluation of these modules. The client also have Oracle cloud Payroll and Benefits.
Where does the PII (Personal Identifiable Information) such as Date of birth, Social Security number (SSN), Bank account number get stored - is it available and stored on Finance or only Payroll modules.
How does Oracle ensure security of this information - Can these be seen and accessed by Database admins/IT users with access to database ? Or it is masked and not available even for such users or a Functional business manager. All these will help me in evaluating if the solution is apt. This is local government installation and security and privacy are important.
