PERMIT TYPE LEAD DAYS CURRENTLY APPEAR TO BE USED AS BOTH LEAD AND LAG, CAN WE HAVE TWO SEPARATE FIELDS?

Currently the Permit Type has a Lead Days field. Based off our understanding, this lead days field is used with the expiration date to trigger a To Do that many days prior to the expiration date. However, this same lead days field is also being used to calculate how many days after the expiration date to put the permit status to expired. Essentially this is making a single field become both a lead and a lag field. Shouldn't there be two separate fields, a lead for the to do and a lag for the batch job to change status?

Or if we are really misunderstanding what we are being told and see in WACS, please let me know.
