Permissions on row level

Currently I'm trying to lean about possibilities to grant permissions on row level.

RLS (Row Level Security) is only available for the Enterprise Edition at extra costs, is that right?
Is FGAC (Fine Grained Access Control) available for XE?
What about VPD and RLS, if there's any difference to FGAC?
Other options?
