Hello All,
Sometimes I try to restart weblogic I've encounted Permission denied error.
Logs are like this :

Sry about broken characters.java.net.BindException: ъ슜 沅뚰븳嫄곕> means Permission Denied (NOT address already use.)
I've checked port with netstat, theres no process which use that 9001 port.
# netstat -an | grep 9001
(None)
Everytime I encountered this error, I've should reboot the Machine then It was fine.
Sigh, Sry for my poor English. but please help me. Its killing me now :-(
