Perm Memory running low - JDeveloper 12.c (.3)

I keep getting this message followed by JDev crashing. Normally I would update the jdev.conf and ide.conf but now they advise to actually update the product.conf.

I have updated this file with the following:

AddVMOption -Xms2048m

AddVMOption -Xmx4096m

AddVMOption -XX:MaxPermSize=2048m

The error keeps comming up and its very annoying.

Why its not picking up my changes?
