PERIODIC vs YTD issue

Has anyone experienced an issue when you add the Periodic numbers it does NOT equal the YTD number. The HFM app is a YTD app.. For example,
Jan = 20 @ periodic
Feb = 20 @ periodic
Mar = 20 @ periodic
YTD should equal 60. I am getting a different amount.
The account is a base level account.
It is flagged as ICP = Y, although no plug account has been specified. Therefore, any ICP differences should just roll up as normal.
There are other base level accounts, where Periodic movement does equal to the YTD number. But these are not flagged as ICP.
There is no ownership, i.e, everything is 100%
There are no amounts shown under the [Elimination] value dimension.
This issue is occurring for all entities.
Translations / consolidations have been done.
Any thoughts / ideas would be appreciated. Perhaps I am missing something very obvious.
