Performance with IN Operator

Hi All,
We have JOB table with 30K records and Dept table with 300 records , i need get list of EE's for 100 depts out of this, say NY location depts.

Is it good to have IN operator, or join both the tables and have criteria on dept table where location ='NY'.

I was thinking using IN operator, having Static list would perform better, my DBA told aviod using IN and EXISTS. I wasn't able TO understand
her explantion FOR this..

Could any one tell me..
