performance of minus operator

hi all,
I have one doubt.

my sql statement is having two subqueries and when i used minus operator between them .the querry executing 5 seconds but cost is showing as nearly 18000 but
when i used not in operator between them the query executing in 2:54 seconds and cost is less 2:41 why this difference in cost?



please help me thanks for all in advance.
