performance issue while truncating table

Hi ,
We are facing performance issue while truncating table in oracle 10.2.0.4.0.(Linux)
we have already applied oracle recomended patch 8544896 (Bug 8544896: WAITING FOR 'ENQ: RO - FAST OBJECT REUSE' EVEN AFTER APPLYING 7385253)
but still we are facing this issue.

As per awrreport ,main wait event during truncate operation are below
local write wait
log file sync
CPU time
db file scattered read
enq: RO - fast object reuse

Total DB size is 592G

Below are some parameters details:-
sga_max_size big integer 13G
sga_target big integer 12G
db_cache_size big integer 10576M
pga_aggregate_target big integer 5382M

Please help me on this ..
