Performance - Instance CPU %

Hi,

Below are the env details :

Oracle RAC 2 node : 11.2.0.3

Operating System : Linux 2.6.18-406.el5

We are trying to do some performance testing and from one of the awr reports we see the below CPU statistics.

From the above OS stats it looks like CPu is 85-97 % idle, but in the instance CPU section % Total CPU is 6.9% and %Busy 88.5%. Does this mean instance is having CPU resource issues ? How do we relate instance CPU with OS CPU. I checked online and I see formula for this and from that it doesnt seems to have CPU crunch but I'm trying to understand % Busy CPU% with % total CPU. Can someone explain me this.
