Peformance issues with 13cR1 agent

We recently upgraded our environment to 13cR1 OEM and agents.  In the last 2 weeks, we have had to shutdown the agent on 3 servers that are minimally configured as they have just swamped the boxes to the point the listener cannot connect to the db. After killing all of the agent processes, everything returns to normal. Are there any performance patches or MOS notes about this?
