PDF Reports Not Displaying Data Encapsulated by < and > Characters

As we are upgrading from APEX 23.1 to APEX 24.1.2 we noticed that PDF Reports are no longer displaying data encapsulated by < and > characters. This behavior seems to be the same for both Report Queries and PDF Downloads from Interactive Reports. Up until the upgrade, we have had no issue with displaying these values. The behavior is reproducible in both our environment and apex.oracle.com. Example:
