PDF Printing with arabic text

Good morning ..

i'm struggling for the last week to solve this issue with no success.

i'm using

Oracle apex 4.2.6
Apex listener 2.0.5
11g rel2 XE Database
Glassfish Server 4.1
Windows XP SP3
JDK 7u51 .

i manage to print PDF successfully BUT all Arabic characters appears as #####.

tried the fob.xml approach , no success .
copied all fonts to the JAVA fonts folders , no success .
created custom layout and replaced (#BODY_FONT_FAMILY#) with (Arial), in this case the arabic letters appears but in left-to-right direction , it should be right-to-left .

i tried BI Publisher with apex and it is printing PDF with Arabic characters successfully , but I'm looking for free products.
