PDB Creation issue

I have a 12c 12.0.1.0 Enterprise Edition DB installed on windows 8, patched to version 12.1.0.1.18. I am trying to configure APEX 5 with ORDS in Glassfish and have been unable to connect to the PDB database I've created, with the following error being thrown:

ORA-01035: ORACLE only available to users with RESTRICTED SESSION privilege

I'm not a DBA and can't seem to get the PDB out of the RESTRICTED state. I've dropped the PDB and created one cloned from the PDB$SEED, this new behaves in exactly the same way. Any attempt to open the PDB with the FORCE clause results in:

Warning: PDB altered with errors.

SQL> show pdbs

CON_ID CON_NAME OPEN MODE RESTRICTED

---------- ------------------------------ ---------- ----------

2 PDB$SEED READ ONLY NO

3 PDBAPP1 READ WRITE YES

Am I missing something really simple here?
