PCTUSED - very confused

can someone please help me

if we have ptcused = 40%
pctfree = 10%

then everywhere I read it says that rows will keep being inserted until we have only 10% free. Why? Surely rows should stop being inserted once we have passed 40%! Am I missing something really fundamental?
