PCTFREE/PCTUSED default setting?

I tried to create table with PCTFREE=10, PCTUSED=70. But the table was created with PCTFREE=20 and value of PCTUSED is null (select on user_tables.pct_used).
I guess it must exists some default setting of these parameters (at tablespace level or global database level).
Where/How can I change it?
