PBCS: user permissions for "Valid intersection"

I have finished the creation of an user.

This user doesn't see forms, dashboards... because I still assing permissions in them. It's correct.

However, this user can access to "Valid intersection" and he can change the values. I think this options only should change it the administrator user. How can I change this configuration?
