patchset for oracle database 10.2.0.4.0

Hi,
New patchset for oralce database 10.2.0.4.0 is released.
My current environment is datbase 10.2.0.4.0 running on linux 5.4 64 bit Operating System.
My queries are
1) can I apply new patch set 10.2.0.4.9 on my current database 10.2.0.4.0
2) new patchset is 10.2.0.4.9, after applying this my version will change to 10.2.0.4.9?
3) Do I need to upgrade to 10.2.0.4.9 before applying patchset?
4) Do I need to apply patchset since I am not encountered with any bugs,errors?
