Patch recommendations

I'm searching for patches on windows for 12.1.0.2 and 12.2.0.1

When does a patch get recommended ?

On 12.1.0.2 the patch of october last year is still recommended.

I understand the first response will be: cos it's windoze !

Well yeah, but the real reason ?
