patch 16858023 for OBIA 9.7.6.4 and EBS R12.1.3

Hi All

Im having issues trying to apply this patch. It crashes about half way through while importing SDE_ORA_GL_APLinkageInformation_Extract

OBIA 7.9.6.4 cumulative patch # 16858023, while importing Patch_16858023_11I_TO_R12_UPGRADE_FIX_SDE.XML using Informatica repository manager, it fails with below errors:

WIDGINST.cpp 4000

Could not create link from Field: ..

Has anyone had similar issues?
