Passwordfile locked?

Hi,

I found a strange problem on one of our databases (8.0.4). There is a passwordfile with the stored password "pw1" for sys(internal). When I change the password for user "sys", I can connect with "sys/newpw". But when I try to connect as "internal" or "sys as sysdba", I have to use "pw1". The last access date of the password file is not changed.

Is there a (undocumented) way to lock the passwordfile? (The permissions of the file as set to full access to everyone.). On all other hosts I can change the password in this way and the access date of the file is changed behind.
