Password field doesn't display value

I'm using a Password field on a standard Apex form. Whenever I edit a user, the password field is blanked out. I would expect the password to be populated in the field but to be obsfucated.

Is there any way to display the password but make it obsfucated? I can't see anything that is obviously blanking out the field.
