Partner link schema is not created automatically

I am calling another BEPL process from a BEPL process, while creating patnerlink in calling BEPL process corresponding schema is not created automatically, i was forced to import that schema from my local disk.

What would be the problem? is it normal behavior or will Jdeveloper create the schema automatically?
