Parse CPU to Parse Elapsd

HI,

I have a question our DB is showing

Parse CPU to Parse Elapsd %:  is very less 8.37.

What should be done to overcome this problem....

actually we are facing a latch free wait event.....iand i have also identofy hot blocks....but i donlt know waht should be the next step...

can anybody suggest Pase CPU to Parse elapsed
