PARALLEL_THREADS_PER_CPU Parameter

I have been reviewing Initialization Parameters for my CDB and PDB under the latest Oracle 12c release.  Would someone please be so kind as to help me understand this particular parameter I listed in the subject?  I have reviewed the Oracle docs on this located here:  https://docs.oracle.com/cd/B19306_01/server.102/b14237/initparams156.htm#REFRN10163

According to the information found on this link, the default is two parallel threads per CPU.  It also states that this is suitable in most use cases.  Here is where I am a little confused though-- my workstation machine has only two CPUs.  These CPUs are Intel Xeon E5-2680.  Each of these single CPUs has eight cores that are hyper threaded.  With two CPUs, I have 16 single cores that combined appear as 32 threads of execution to my operating system.  Based on this initialization parameter default, will my database server only support four parallel threads from my two physical CPUs installed?
