Page layout in dreamweaver

Hi, can anyone tell me if it is possible to create a page layout for my APEX project in Dreamweaver (or basically any other graphical interface).

Problem is, I don't want to get too far bogged down in html.
I want to control my form layout, but am having a few problems.
I've looked at scotts page, but I'm struggling.

Could I just design a page, using image boxes as the templates for my report regions.
Then, when I come to paste that into my APEX project, all I do is edit out the image tags and replace them with the tags for the regions?????
