Page Layout Columns Rows

Goodmorning Community,

I am using APEX 5.1.0.00.45 with Oracle 12c Database & Google Chrome

I am having an Issue with the Layout of Page Items and Region Headers (Trying to get them Lined Up / Positioned in the Correct Position on Page )

I made Row Headers 2 Lines Because the Labels Descriptions are so long and it made 1 Row Not Line Up with its Associated Data which is (Non-Participating Engineering) (18,099.36 Needs to be shifted down)

I tried to add a simple <br> in the label to force it down but that didn't work

Also I was Trying to Use &NBSP to move the Header Labels "Cost Data" & "FMIS Data" to the Right to Center between "Completion Report" & "Disbursements Reports"
