Page Item default not being set on page first display

Maybe I'm missing a very simple point in trying to default a page item value on first entry of a page.
I start with a new page - add an HTML region - add a page item based on a simple static LOV Yes and No.
In the item source, I use the "Source Used" option "only when current value in session state is null", "Static Assignment" and I set the source value to "Yes".

In the Default Value (Static Text type) I set the default value to "Yes".

I also added a submit button.

When I run the page, the value of my item - as seen in the"Session" pop-up is null.

It his correct - if so, how do I set the value of the item on first showing of the page?

If I submit the page with the button, then the value of the item is defaulted to "Yes".

Any ideas?
